"Paul’s letter to Titus is similar to the letters he wrote to Timothy regarding the structure of the Church and the behaviour that should characterize church leadership. The qualifications of church leadership given to Titus are exactly the same as in 1 Timothy 3. Paul speaks about leadership abiding by a certain moral culture. God's ways are different than the ways of this world and Christian leadership must show it with their lives. Crete
was not the place to adopt their worship to God's worship, but to bring in a new standard into the Church. Paul explains that Titus must keep this standard and arrange the Church in such a way that it is very different from any other religious gatherings. Titus' assignment was very difficult. Nevertheless, it was a requirement from God.
